In a solemn atmosphere, the delegation respectfully paid tribute, expressing deep gratitude to President Ho Chi Minh—the great leader of the Party and the people, a national liberation hero, an outstanding cultural figure, and the founder of the Communist Party of Vietnam. His lifelong dedication and sacrifices for national liberation, reunification, and the freedom and happiness of the people remain an enduring inspiration.

Inspired by his teachings, for the past 70 years, generations of leaders, medical professionals, and staff in Cao Bang's healthcare sector have upheld medical ethics, overcome challenges, and continuously enhanced their knowledge and skills to better serve public health. The province's healthcare network, from provincial to grassroots levels, has been continuously strengthened and expanded. The number of healthcare professionals has increased both in quantity and quality, reaching 15 doctors per 10,000 people, 1.68 university-level pharmacists per 10,000 people, 15.4 nurses per 10,000 people, and 35 hospital beds per 10,000 people. Additionally, 146 out of 161 commune health stations meet national standards, and 97% of the population is covered under health management programs.

Healthcare services have seen significant improvements, with national health programs being effectively implemented. Preventive medicine efforts are regularly reinforced, ensuring the strict monitoring and timely containment of infectious diseases and emerging epidemics, preventing major outbreaks in the province. Furthermore, efforts in population planning, family planning, and food safety and hygiene have been effectively carried out.

Before the memorial of President Ho Chi Minh, generations of leaders, officials, and medical personnel reaffirmed their deep respect and gratitude for his immense contributions. They pledged to continue studying and following Ho Chi Minh's ideology, ethics, and style, fostering unity, overcoming challenges, and dedicating themselves to enhancing healthcare services for the people. Their commitment is to further develop Cao Bang’s healthcare sector, ensuring continued progress in protecting and improving public health./.
