On February 12, the Ho Chi Minh City Party Committee held a conference to study, disseminate, and implement the 2025 thematic program: “Studying and following President Ho Chi Minh’s ideology, morality, and style in strengthening Party building, promoting social progress and justice, and continuously improving all aspects of life for the people of Ho Chi Minh City.”

At the conference, Pham Phuong Thao, former Deputy Secretary of the Ho Chi Minh City Party Committee and former Chairwoman of the Ho Chi Minh City People's Council, analyzed key aspects of President Ho Chi Minh's ideology, morality, and style regarding Party building, social progress and justice, and improving the quality of life for the people; the current state of Party and political system reform; and measures to enhance the well-being of the people of Ho Chi Minh City.
Discussing solutions for implementing the 2025 thematic program, Ms Thao emphasized two main groups of solutions.
Regarding solutions for Party building and political system reform, the focus is on implementing Regulation 144-QD/TW of the Politburo on revolutionary ethical standards for Party members and officials in the new era. Additionally, efforts will be made to promote awareness of Party Congresses at all levels, the 12th Congress of the Ho Chi Minh City Party Committee, and the 14th National Congress of the Communist Party of Vietnam, aligning with the nation's rise in the new era.
Another key aspect is the urgent and proactive restructuring of the political system to ensure a streamlined, effective, and efficient governance structure; overcoming overlaps and inefficiencies; building urban governance; advancing digital transformation; administrative reform; and improving the investment environment.
Regarding solutions for promoting social progress and justice and improving all aspects of people's lives, she highlighted the goal of transforming Ho Chi Minh City into a smart, rapidly developing, and sustainable city that maintains its leadership role in the country; accelerating comprehensive and synchronized urban design; completing the city's overall spatial planning; developing the city towards green and smart urbanization; enhancing infrastructure, green spaces, green energy, and green transportation; fostering cultural development, social progress, and justice; improving social welfare; and building happy families.
Additionally, the city will enhance public and business participation in policymaking and institutional development, strengthen social oversight and critique, develop a digital society and smart urban governance, implement policies to eliminate poverty, promote social housing projects, and eradicate temporary and dilapidated housing; ensure human rights, enforce children's rights, and prevent risks of abuse, violence, and child labor.
MsThao also emphasized solutions for cultural and human development; improving cultural infrastructure and addressing service overload; enhancing the Human Development Index (HDI); achieving human development goals; prioritizing high-quality workforce training; attracting and valuing talent; and ensuring comprehensive social welfare for all citizens./.
