The implementation of the directive has been connected with addressing problems of public concern, including compensating site clearance, publicizing adopted planning, addressing delayed administrative profiles, and providing safe water to residents.

A completion and application of professional moral criteria has been developed, while key officers have to build up their personal plans in following President Ho Chi Minh’s example, considering the implementation of the directive one of the standards for assessing cadres.
