The congress is a practical activity to celebrate the 78th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2023) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2023); and continue to implement Directive 05-CT/TW of the Politburo term XII on promoting learning and following Ho Chi Minh's ideology, morality and style among Vietnamese cadres, youth union members and young people.

It is also an opportunity to honor outstanding individuals in studying and following Ho Chi Minh's ideology, morality and style, in the period of 2020 - 2023, creating a positive influence on young people across the country.

Participants at the congress are officials, youth union members and young people with outstanding achievements at works, inventions and initiatives; as well as the most typical young representatives from localities and units.

They are also typical examples in studying and following Ho Chi Minh's ideology, morality and style; and those who have good prestige and influence among youth union members and young people.

During the 3 days of the congress, many meaningful activities will take place, including a visit to the K9-Da Chong relic site; a ceremony to report work to Uncle Ho; awarding ceremony to advanced youngsters following Uncle Ho's teachings; meeting with leaders of the Party and State; and a visit to the Presidential Palace and Ho Chi Minh Museum./.
