Co To District was established on March 23, 1994, and has an important strategic position in the Northeast sea of the country. On May 9, 1961, Co To was honored to welcome Uncle Ho to visit and was the only place in the country where Uncle Ho agreed to permit erecting his statue while he was still alive.

Over the past 30 years, the district has strived to overcome all difficulties and challenges, make good use of opportunities to promote the implementation of socio-economic development tasks associated with firmly ensuring national defense and security, and maintaining border sovereignty, sea and islands of the Fatherland, achieving comprehensive results in all fields.

With determination and constant efforts, the Party Committee and People of all ethnic groups in Co To district were honored to be awarded the Second Class Labor Medal and the Third Class Labor Medal by the Party and State; awarded the Emulation Flag by the Government twice; awarded by the Prime Minister with a Certificate of Merit and many other commendation titles.

Before the heroic spirit of President Ho Chi Minh, the delegation pledged to be lifelong loyalty to the Party, the Fatherland and the people; promote the spirit of solidarity and revolutionary traditions;  build a clean and strong Party Committee; close connection and harmony between economic, cultural and social development; build district defense zones; firmly maintain the sovereignty and sovereignty of the country's sea and island borders, making an important contribution to the whole country in helping the country develop strongly and prosperously./.
